While I'm relatively certain that you have to be much closer to him than his Q range for him to be able to Chilling Smite you, I'm always in favor of reigning in Lee Sin.

It's not that I think he's overpowered, although he quickly can be if he forgoes damage and stacks defenses after his initial item. It's that the same items that function on every other fighter/bruiser function so much better on him and let him build tank while they're building more damage and do just as much damage as he does until the late game where he's forced to build even more tank to stay relevant as more than teamfight cannon fodder.

It's not that he's overpowered. It's that he gets too much for too little.
