Because a tanky support with a heal and armor shred having a point and click stun is the same as an adc with conditional hard cc.

his E was so strong, from level 1 to 18, as strong as any of his lvl 5 rank spell, and putting points in his E didn't change something the damage wasn't visible and the stun was 1.5 sec all ranks

Vayne's E is pretty much similar, strong spell from level 1 to 18, with 1.5 sec stun applies silver bolts, and leveling it doesn't increase its power.
