I feel the same way about Nasus / Ashe / Katarina / Master Yi - because the majority of experiences I have with people playing those champs is they play badly because they don't understand how to play the champ effectively.
The same is sadly true of Bard. I've seen 1 good in 4 matches... the rest was almost a constant feed fest. The ADC was in a constant 2v1, Bard was getting caught in the enemy jungle and killed ... what does this tell us? Same problem: People that are bad at champs play badly.
The one bard I had that was good wasn't good, he was godly. Stuns always hit, Ult perfectly timed, huge baron / dragon control with his portal. Bard is a champ that separates the chaff from the shaft in a HUGE way. He has a massive skill curve, is team comp dependent and requires good team play.
Solo Queue - Bard probably will never be great. Once the LCS decides to figure out how to use him, bard will be huge.
