Low ELO Bot Lane: Who's Less Mechanically Challenged?

I don't normally play a ton of support, but since I finally found a support that I love enough to make the role enjoyable (Nautilus), I've been putting in a lot of time as support these past couple days or so. And I've started to notice an alarming trend with the ADCs I've been paired with: they just give the enemy ADC and/or support free harass. Kiting is a foreign concept to them, it seems. My last match I had to say to my ADC to please at least make an effort to dodge Xerath's skill shots... and he still stood there, completely still, taking the brunt of the damage for each. I was Nautilus running flash/exhaust... meaning his only heals were coming from Relic Shield and himself, since he brought heal.

They'll also go all in without your help in a 1v2 and get themselves blown up, but when you blow all of your abilities, plus exhaust, on an out-of-position target, they'll just stand there and farm. Or you'll basically 1v2 them yourself, nearly killing both, to set up a double for your ADC... and then they'll turn it into a double kill for the nearly dead ADC, not even picking off one of them.

Or they'll get fed, get a double or triple kill, then roam with next to no HP because they suddenly have a god complex. Seconds later: "An ally has been slain."

I honestly feel like, in bronze, if you were to make a clone of me, I could support myself to victory just because I at least know how to ward and not die stupid deaths. And I say this as someone who only ADCs as a last resort. I've heard people say that support is actually the best/easiest role to carry with in low ELO because the opposing support was likely forced into it and you just have to be better than them. I'm starting to realize where people are coming from, since all it seems to take for me to get my ADC kills is me not being a moron and them being just mechanically sound enough to get the kills I serve up to them. Except that's the problem. You could 1v3 as a support, all to set up an easy triple kill, and watch your ADC somehow get himself killed still, making it an 0-2 trade rather than a 3-1 trade.

Can I actually expect to reach a point where I can counteract this sort of stupidity from my ADC? Or are people overstating how much impact a support can have?
