You're telling me if im doing better than my opponent and start to gain levels on them im not going to do a lot of damage so they can have another chance to get back into the game?

(correct me if im wrong on my view on how lethality works. )

but it feels like riot is continuously taking the benefits of having a better strategy and knowledge of the game away the more this game lives.

Lethality is based on the enemy level. Not the difference between you. Most of the patch notes said that they do equal damage somewhere between level 8-10 and you actually do more damage as the game goes on. Every single time the level up, you do more damage to them regardless of what level you are.
