Riven is not that strong of a laner, other than in low elo where ppl do not know how to play against her.

There's also this. She's situationally strong into certain match-ups like Yasuo, Sion, or surprisingly Darius, but she's hardly a lane bully like Jayce, PAntheon, or Darius.

Even on the darius matchup it depends how the darius play.

Basically most of her matchups are skill matchups.

Some ppl seem to think that this is season 3 and riven can start red pot and kill every top laner lvl 1 or 2 with ignite, this is season 7 so thats not the case anymore, there are very few matchups where riven can even do anything pre 3 or 6.

Barely less than 50% win rate early on, barely above 50% later on.

She has a relatively even power curve apparently. What is the problem?

She generally falls off faster if she doesn't get to snowball.

She's not exactly the strongest laner around honestly.

To answer your question though, Riven doesn't fall off because she has 1-1 bonus AD scaling on two abilities in her kit with high ad scaling as well on her q and ulti. Riven is supposed to scale into the game, hence low base damages and high scalings.
