THE ONLY true broken part is the TP friendly minions. Because if you get to an inhib turret with minions you are getting TWO. Mark my words the TP with minions would be the first thing to go. In pro play this WILL win games in itself. You could play him support do no dmg but the utility this provides is insane.

that ult actually gives no info on how many champ are going to tp .... this is a huge hidden power

In competitive games importance of makro movement is so great, that often games are won by "who teleports better". I think Rito wants to give player more option to apply map pressure of this kind.
