Is he meant to do not much damage? He can maybe long term outsustain in a teamfight while slowly killing everyone but in this tank meta they will NOT let you just kill them. Does this mean there are other better picks top who can dish out more damage while being tanky late game?
Erockandroll2 votesHe's sustained DPS damage, he's not burst. He won't do huge amounts of damage to Tanks all at once. But the damage he does do is massive against carries. Also take his Ult into consideration which makes him as well as his team do more damage. Combined with the tides of blood damage makes him a strong team fighter. If your looking for more of a Duelist, then sure, their are other top laners who do that better.
Also keep in mind that the Tank meta most likely lead to Vlad cropping up. Less kill potential in lane allows Vlad to get pass his weak early game and wreck havoc in the late game.

I couldn't find any Vlad matches on your match history. I couldn't even find it on Lol King. Were use using a smurf?
Either way. The most OP build seems to be WoTA, then Full AP. You might get away with a Spirit Visage if your enemy is high magic damage, But you got to make sure you build damage. Rabadon's, Luden's, Zonya's, VoidStaff. Don't worry so much about tank stats. The health from your passive as well as the spell vamp will take care of most of that. And do your best to get the damage on the glass cannons.
EffectFX1 votesYour builds are acceptable. Consider an earlier void staff if you feel MR stacking is becoming a problem for you, but I rarely need it myself as a vlad main.
The Loveless1 votesI mean, if you just go for the high end items, he'll get close to gibbing squishies by that 1.5th item. It's his ult that people go crazy for since it's a team buff. I personally prefer other mages for nuking, but Vlad can do it if you just get the 120 AP items.
Ixoziel1 votesConversely to your post, he's very good against tanks. Sustain-based champs are usually the best against tanks. While burst champs usually fail to burst them down then die due to lack of sustain, vlad can easily Q through most of their damage.
If you want to do good damage, get wota, sorc boots, abyssal, haunted guise. This gives you 50 mpen plus whatever you have from masteries / runes. your E should hit for 450+ in an AoE at max rank ,with a very short CD. your Q should hit for 500-550. If they have a lot of tanks, make rylais and liandrys. You will completely destroy their hp, especially with ult up. I have personally done over 80k damage with this build twice in the last month or so.
