Nocturne fear dosent drop the Armor MR from scuttler!!!

Shaco box and fiddle Fear remove the armor and MR from scuttler but for some reason Nocturne fear dosent

Is that a bug?

And for anyone who dosent know if you CC scuttler his armor and mr from 60 drop to 10

because scuttle is already fleeing away from its target, so nocturne fear isn't exactly affecting scuttle drastically.
