Buff the AP to 80 or 70
or give the 20% of magus back!!
40 AP for heavy AP builds MEAN THAT IT HOLD YOUR BURST BACK!!
i understand that 20% cdr may be OP but 80 AP or 70AP up from 40 wouldnt make anything OP it will make this item good for AP heavy builds!!
It's actually quite fine. Only problem I can think of is that late game it might be better to swap it for something more powerful.
Maybe give it a stacking AP mechanic. Each jungle camp cleared and kill/assist gives permanent +2 AP for a maximum of +40 AP.
I don't think it needs that much AP honestly, the passive is really strong for clears and ganks on the junglers it is made for 
and 
(there are others), and I think that giving it a full 80 AP would be excessive. I do think it is kinda low though and I would much like to see it give 60 AP. Anymore and I think it would be way too gold efficient with it's passive and would be more or less a straight buff to the old Magus rather than a strong replacement item that is balanced in the way that it has lower combat stats.
It needs a minimum of 60 AP. Anything less than that just isn't worth much.
extremely low AP is one of the reasons why Ardent Cencer is so underused.

The runeglaive icon might have a wand/staff thats a bit more ornate looking to help differentiate the two.
The 1600 gold portion would be sellable at discount or no penalty cost. Such that you can switch it whenever you deem it necessary. Just keep in mind you won't clear as well or have extra gold per camp however, so do so come a time whenyou would be able to clear fine with late game items and might find yourself with ample gold, especially since around the 40 min mark things are more centered around big objectives/team fights which is where the bulk of your gold will come from at this point.

Why not instead of the AP buff the ratio? Imo they don't give it 60-80 AP because they want the aoe damge to be later-game oriented like most mages are. Maybe if they bump up the ratio slightly it'll help?
I like how cheap it is. But even more buffs to AP ezreal would be amazing.
