Thormail can't be an item everyone buys, It needs to be more like Warmog's mail

The new Thormail item on PBE > Thornmail has been reworked, including new build, stats & costs, component item, and passives. > Total cost 2900g > Builds out of [Bramble Vest + Ruby Crystal + Warden's Mail + G] > Stats & Effects: > +250 Health > +75 Armor > Unique Passive - Thorns: Upon being hit by a basic attack, reflects magic damage equal to 10% of your bonus armor plus 25, inflicting Grievous Wounds on the attacker for 1 second. > Unique Passive - Cold Steel: When hit by basic attacks, reduce attacker's attack speed by 15% for 1 second.

Thormail really needs to be an item you get after you get a lot of HP and armor. Right now, warmog is an item you can't buy for massive HP. instead, you first have to invest a lot into other items before the passives start to work. Thormail needs to have this same effect so that other champions can't abuse as a first item.
