What about distributing stats on levelup? (HP/Mana/AP/AD/Defense)

What about instead of getting static bonuses on a character's basic stats on levelup, the player had the ability to distribute a small number of points into HP/Mana/Damage/Survivability? I think this would add a new layer of strategy and decision making beyond skill leveling order and item builds.
