Can capsules just give BE if we own the champ?

I mean: we cannot reroll them, and we have unlocked them already... so, what's the point?

EDIT: Didn't know that they can be used for the mastery; it seems I was wrong in thinking that their only possible use was to be disenchanted... sorry.

so u can use it for mastery level instead of spending blue essence

You can use them to upgrade your champion mastery level. It's much cheaper to upgrade with the shard of the champion than it is to upgrade by disenchanting the shard for BE.
