Is it just me or is vertical jungling unhealthy game design?

Before we start, I'll quickly explain what it is. It's when both junglers start their red so they can contest the skuttler closest to their red. This is so they can contest the skuttler.

There's a few problems that come out of this, like purple side playing more to top side, and blue playing to bot side. This additionally leads to more herals to purple, and dragons to blue, and more bot lane carries for blue, and top for purple.
