Autofilled and ignoring it, is that okay?

Just played a game where someone got autofilled into support and made it very clear he/she had zero intentions of playing it. Instead picked a top laner and went top with him.

Is this a reportable/punishable choice and behavior? I strongly agree with pick order priority, but assuming it is punishable, it would also greatly discourage meta breaking strategies in solo-queue.

Despite that though, Riot has also made it clear that a support and marksman bot lane to be part of the game with the champion kits on support as well as LCS meta.

Maybe I'm unaware if this, but I still don't know the clear answer so I'm bringing it up to the community to tell me/decide as was for past community punishment decisions.

Yes, that is reportable.

Should save off meta approaches for 5s. Meta is there so that everyone can do their part and make a functional team. I don't think that it is a reportable offense to ignore autofill because it is just as bad, if not better than being unable to play a role you don't know. If you are a top/jungle main and get forced into the bot lane, you'll have no idea what's going on. You'll not know any of the match ups or the intricacies of the lane or how to deal with i your partner. This is of course a two-sided blade. The person who got shoved out of the role is then potentially forced to do what the first person was attempting to avoid. Quite frankly, auto-fill is a toxic mechanic. Perhaps this is less of an issue the longer a Summoner has played, as they will have increased knowledge of the game, but there is no particular healthy way to deal with this issue. I'd say reporting over auto-fill is a bad ideal, because this is Riot's fault, not the targeted Summoner.

role stealing is punishable.

Off meta play styles are a different matter and up to debate.
