the only point and click abilities that create problems are ususally ranged on a short cooldown and possibly cc attached, as they are used to repeatedly poke and can be very overbearing in lane.
turning the ability into a skillshot also doesnt have to be a nerf. in veigars case, a lot of the power budget of his q was in the fact that it was an on target ability, which was compensated by the fact that it had very short range and was very difficult to use for anything else than csing. adding a factor of unreliability to it by turning it into a skillshot, allowed riot to massively buff its range, and it can now be used as a poke ability that allows him to keep up with other similar champions, and have an easier time to follow up a stun on his e.
technically xins e is a point and click ability, garens or darius ult is one, and wukongs q. but those are either supporting their palystile (engage for xin), or are melee range, which means you can play around them by kiting.
the problem with abilies like leblancs q, or annies q are, that they can simply walk up to you and deal damage that youre not going to be able to avoid. and froma relatively safe distance at that. only very few champions are able to deal with these abilites.
on the flip side if youd just nerf the range similar to how veigas q used to have very short range, it would quickly happen that these champions just get outpoked by skillshots from a longer distance.
bottom line is, they arent fair if they have the same range as skillshots, theyre quicky usless if they have significant less range than skillshots. these abilities are usually very hard, if not impossible to balance, the way this game is structured these days.
