Isn't that how people build ADC's? Straight damage?

I know she isn't an ADC. But still.

when a champ is new it's hard to accurately tell the ideal build because people haven't tested it out enough to find the ideal build. Also fiora's numbers got tweaked a bit on release to encourage damage rather than tank.
