Champion is too strong against too many champions in the mid lane.

He needs either a longer Q cooldown, or to not be able to full clear a whole wave in the mid lane.

Because he outshoves traditional mages, and beats all melee champions. Strictly because he has tenacity in his kit and a silence. Meaning that you always give up 100% lane pressure whenever you see a Garen in the mid lane, unless you are one of those champions that can roam fast. Such as Talon, A Sol, Taliyah, etc. But if you need to clear the wave and he'll always beat you.

It requires him to not have a brain to actually lose that lane.

The only champions that don't lose to him are champions that don't want to interact with anything on the map and scale. Such as Kayle, Viegar, Ryze, Cass, etc. But that isn't even because they beat him, but because they out scale him.
