Why does Vel'koz's E function the way it does?

It takes the same amount of time to activate the knockup/knockback regardless of the distance it travels. It's a skillshot but it doesn't function like one?

I'm saying that his E has the same flight time/activation time regardless of how far you shoot it.

If I could fire my E twice and I shot it point black on my character model and at maximum range, they would both erupt at the same time.

But for the sake of argument it's a skillshot, it has a projectile, can be blocked by braum and yasuo.

Giving insta peel to long range nuclear artillery would definitely make him OP. It has arming time so those who manage to jump on him don't get insta blasted and kited. The fact it has the same time to hit regardless of distance is kinda QoL for the Vel'Koz.

Anivia has insta point blank stun + burst. And revives and has safe waveclear. She is really really obnoxious for shorter ranged characters. Riot doesn't want to make every mage like that. TBH I'm not sure how Anivia is really fine for most everyone other than she's slow middle ranged kinda single target lol.
