All it took was one over nerf to put Kog on such a bad state that he now needs another rework.
When the Marksmen update was announced Riot had stated they were working on several Marksman champions and reworking/retweking them to give them a better identity for their roles, kits and abilities, as well as to balance out damage and weaknesses.
Kog'Maw was among these Marksmen, before the rework Kog'Maw was not in the best of state, hardly ever played for dull gameplay but when he was he was usually played well and demonstrated a hyper late game carry agenda for the team he was on. Riot had deemed this game play and late game power spike unhealthy and thus put him back on the drawing board to give him a new identity.
When the Kog'Maw rework was released we saw a new Kog that was not only fun to play but now had a defined role as an AD Marksmen. Riot had traded in a lot of his AP Damage in favor of a unique attack speed steroid that complemented his AD role, the steroid reduced his overall damage but had it own unique AD Scaling, giving Kog'maw a reason to build AD for his identity over the nerfed AP values of his kit.
And the rework was a huge success, Kog'Maw now had fun, unique gameplay and a powerful defined role with a healthy immobile weakness as an AD Marksmen. He was seeing a lot more gameplay and the reviews for hm were overall positive. Finally bot lane had some verity that wasn't Vayne or Lucian.
However, the fame was short lived as shortly after his release, Kog'maw received a single nerf, but a nerf that caused his new identity and put him right back into the identity crises that's far worse now. Riot removed the AD Scaling on his Steroid, leaving Kog'maw players with a champion that can do virtually nothing now. With the AD Scaling gone, Kog'maw players literally have no reason to build AD, as the steroid reduced Kog'maw's damage output by a whopping 45%. If you waste the gold building AD items your going to be throwing almost half the items value away when you activate your Attack speed steroid, leaving you with little to no damage anyway.
With this Nerf Kog'maw players like myself found that I could no longer take him bot lane, as Kog just didn't have the damage, nor the identity to be down there and win trades, the only lane left to go was mid but now there was another problem. AP Kog has also been heavily nerfed, With crazy Mana scaling on R, Mana regen nerfs in general and AP bursts and Assassins running amok in mid lane. AP Kog quickly went from a powerful poke and burst artillery champ to a free kill mid even 30 seconds, his immobile weakness still remains and Assassins take great joy in picking that weakness apart.
This single over nerf has left Kog'Maw in such a bad state that he really has no where to go. He can't be put in bot because almost every ADC will out damage and outscale from early to late game, and he can't go mid as an AP because his nerfed AP damage and immobile weakness makes him easy pickings for burst mages and Assassins.
The state Kog'maw is in now is far far FAR worse then he was before his rework. Since Riot has refused to give him back the AD Scaling on his W, the only option left is to once again rework him.
But I think Kog's at the end of his ropes and Riot has since long abandoned any hopes for this guy, they dont see to be addressing this issue at all and as a result Kog has gone the way of Yorick,
