Morde's bot winrate is too high, his mid/top winrate is WAY too low, I have the solutions

Bring his base MS back up a bit, from 325 to 335. This is important to top/mid Morde, because right now he walks like a pile of steel with diabetes.

Increase Morde's autoattack animation time. This will make his mace feel "heavier"; it will also give melee champs more time to react to his third Q hit.

W's XP passive needs to be removed. It rewards playing safe, and clutters his power budget. It needs to go. In return, let Morde cast W on himself, even when an ally is not around; but make it so he has to cast it on an allied champion to access the healing component. This will keep his incentive to lane with a partner.

R's damage and ghost damage was nerfed with the rework. Adding the Dragon Ghost passive made him super strong, though. Simply nerfing his dragon will leave both abilities feeling weak; but what if we merge the passive into the active?
Active: Mordekaiser curses target enemy or the Dragon, and steals (x%) of its health per second over 11 seconds in magic damage. If the target is killed by him or his team in this time, Mordekaiser steals 25% of its total HP and 30% of its total AP, and gains it as a controllable ghost. The ghost has [stats] plus [bonus stats from its items].
Doing this will make Morde have to CHOOSE between ulting a champion or a dragon, rather than being able to kill dragon and then ult a player. Thus, we don't have to nerf both abilities because he can only do one at a time. Turning his ultimate into a damage over time ability rather than a burst/dot simplifies it, and allows him to damage the dragon with his ult without giving him a free Smite. Increasing the duration of the ult increases the counterplay to it, as well; enemies have more time to make choices rather than go from 100-0. The Dragon ghost is very oppressive due to its large HP pool; in turn, the trade-off is Morde having to choose to burn his ult to get it.
Also, increasing it to 11 seconds "turns it up to 11", in keeping with Morde's metal theme, like from Spinal Tap
