Title says it all.. He should be ranged unmounted (at the very least his w should). I've played him and against him a lot. He's super underpowered without ignite or exhaust, and getting knocked off your mount means an early back 70% of the time.
Skarl is just too hard to get back especially against hard cc.
If Kled were ranged in his mini, then we would just have another Gnar. There has to be something different between the champions, otherwise they end up both filling the same niche.
Or, no. The point is that he's weaker in his unmounted state. And he gains attack range anyways.
Marksman implies he has range, which he doesn't at all times.
Skillshots don't count as "Range". (His Q)

If you know what you are doing, you can even make his unmounted form seem strong.
He actually isn't useless unmounted though. Get some atk speed and you can get Skaarl back quickly.
Basically, build a mix of attack speed, health, and attack damage and you have a mounted menace of top lane.
That completely ruins his thematic and character
