Why don't we have the 5 new 5 ban system outside of normal SR?

It would be nice to not only have more bans but the more important thing is that it would give everyone on the team some agency in bans.

Why don't we have the 5 ban system in modes like Ascension that allow all five people on a team to ban a champion?
