Should riot rework Akali?

I was just looking at akali's numbers and she's terrible atm. She's got a 44% win rate, a 6% pick rate and people are still banning her 11% of the time. Thing is, I don't know if there's anything riot can do to buff her for the average player. People in high elo who are good with her are still getting a very respectable 55% win rate and are still doing very well with her. If her second item isn't a zhonya's she's more likely that not to win the game. Riot can't buff her because of all the things they had to nerf means there's nothing left to safely buff.

Numbers aside, I can't say that leaving her as she is is helping the game. It's not. It doesn't seem like the game is more fun with her in her current state. For a lot of akali mains it isn't. For the people facing a skilled main it isn't. Riot has nerfed her into the old urgot tier of badness just because her kit won't can't safely be much higher that than. Nowkali is just a detriment to the game. The only reason she isn't worse (for her mains) is that gunblade still exists.

Reverting her is out of the question because oldkali's data and files have been purged by rito. They should revert her hair though. Even if they had the data I'm not going to argue that oldkali was better for the game, she just wasn't played as much or getting all the attention she has. So this really leaves riot with one good option for akali going forward.

I suggest that the healthiest thing for riot to do for the game is full on rework akali. In her current state her kit is just too messed up for the live balance team to get right. They've tried. We know riot is going to do 3 reworks next year. Two of the slots are taken up so maybe the 3rd one should be akali. At the very least her visuals are up to date so aside from work done on new skills the base model wouldn't be a problem for them. So in terms of resources it would be relatively easy for them to do. She clearly needs more levers to make the live team's job easier.

Riot really needs to make it so that she's fun for her mains but not to the point of being toxic to play against. Right now she's not fun for a lot of the people playing her (44% win rate) and she's toxic to play against. Way back in the day, old time LOL players remember something called counterplay being important to league. Counterplay really needs to come back into the game. If she had counterplay, riot wouldn't have had to nerf her a dozen times in a row until she was in the gutter.
