When someone dodges the game in champ select

Why does it seem like your que does not get placed on the top of the list?

I wait 5 minutes for a game and then someone dodges and it take another minute to find one person to fill the roll? I understand it can take a bit longer if it were a duo or larger premade that dodged but still, it's sort of nuts having to wait to long to have someone dodge to just wait that same amount of time again.
