Why not rebalance Archangel's?

Let's be honest this item has heavily fallen out of popularity, it doesn't fit most builds and doesn't fit the build that you would think wants it most (low cooldown high damage mages)

Only a very few amount of champions even bother building it, so how about you rebalance it slightly

Reduce the amount of AP it provides from 60 to 50, but increase the % from 3 to 4

The core item itself would not change from 60+30 AP to 50+40 AP, however it would scale much better with other mana items as well as your champions base mana

Most champions having around 1k mana at 18 this would give most champions that build this an additional 10 AP

Also champions that happen to build mana in their items would find another 5 AP every 500 mana

An item doesn't have to be widely used to make it viable or useful. Not every champ needs to build it. The changes your propose aren't even good or really change anything.

My suggestion is a small buff, Perhaps you feel my suggest doesn't improve it enough but an item should be used by at least SOME champions

Currently only really Ryze and Cass will usually build it

I feel like what it really needs is to either be a bit cheaper, or stack more quickly. If it stacked better, a lot more champions would be interested in a really cheap 120+ AP item.

Not that this buff wouldn't be really neat though.

giving it 5%CDR might also be an interesting buff, giving us another odd percent CDR item beside Lucidity Boots, to fill out the 5% from masteries.

To make it a general mage item is to make it so good that you do not care if it ever transforms into item 3040 or not (though, the shield is not that great, so that may already be the case); otherwise, it would need to have the stack time adjusted to not favor low cool down champions so heavily in terms of how quickly it can be stacked.
