Diversity and Strategy ... but what about Summoners?

Can we get some official confirmation at some point that Riot has thrown in the towel and accepted that Flash is mandatory? It's been used by 90% of the players for like 3 years now. Every single attempt made to "balance" Flash has failed. It's just too powerful not to use.

SUMMONER SPELLS - You can choose whatever two you want! But one of them has to be Flash. You have choice! Except not really.
