is this lissandra nerf a joke?

first we wait a year for her passive changes to go through and they are some backloaded bs which did nothing to address her kits lack of frontloaded damage, her abysmal survivability as a diver, or her general reliance on teammates for any semblance of efficacy due to the first two problems and that isnt including the uear before that while she sat niche at best due to being generally inferior to other members of her class.

Now for some reason riot thinks it's a great idea to increase her primary damage cooldown by 66%, this is frankly egregious, even at max rank it's still a 33% nerf which is absolutely ludicrous.

This makes zero sense, first they ignore her problems now they exacerbate them. I swear every single time they change something they make the game worse.
