Nerf the interaction, not the champion or the item

In this game items can be nerfed if they make certain champions OP or a champion will be nerfed if an item makes him OP. This leads to the problem that the nerfed items can become unvaiable to build on all champions or if it is a champion, the the nerf might negativley affect other builds for that champion as well so what i was thinking was to implement a control system for the interaction between champions and items where the items have a maximum and minimum value for each stat or effect that they give. For example and just for explanation purposes, with Kayle and Kindred both using item 3930 it could be made so item 3930 activates "phantom hit" every 2 to 4 basic attacks depending on the champion using it so if Kindred uses item 3930 then the control system makes it so it takes 4 hits to apply "phantom hit"but if Kayle uses item 3930 then the system can make it so it takes only 3 hits to apply "Phantom hit". Its a simple idea but can be quite difficult to implement and it could potentially be a solution to the problem where a champion is nerfed because of an item, the item is nerfed because of a champion and and in the end we end up with a weak champion and weak item.

champion specific interactions would be great, especially on the crit mastery, as it is ridiculously OP on Yasuo, Tryndamere, Fiora, Pantheon, and anyone else who has a special interaction with crit. then again, it would probably be better to have slightly more general interactions such as it only gives the bonus for natural crits, not for special crits from increased crit chance or guaranteed crits. for the devourer problem, it could make it only proc on-hit effects for counters (i.e. every third strike, Master Yi's double strike, Xin Zhao's knockup and heal, etc) and not on regular on-hit effects (i.e. BoRK, Master Yi's true damage, Kindred's %health true damage). and then nerf vayne who could abuse it because vayne is toxic anyways

Amazing for balance, a nightmare for coding, and currently impossible for Riot to implement due to the shitty state their software is in. (that would be my guess at least)

Do you really think they can implement this in any clear way when they can't even get their current item list in the client to work right? And that is just on the visibility side of the problem, the real nightmare is their spaghetti code, there is no telling what will go wrong if they did this, they'll have to untangle their horrible code first before this becomes even a possibility.

I hope they do though, it'll be fucking amazing for future balance changes.
