Since AP itemization is so completely awkward on him, what would stop you from converting his AP scalings on his abilities into Mana scaling? He gets such little value out of AP. Armor, HP, MR, Mana and CDR seem like an appropriate stat spread for him to buy into, AP just seems like a waste.
Has this ever been tried internally during his rework process or post-process?
Can more supports have mana scalings?
If they don't wanna him dealing damage they should shift some needed buffs onto his Q. After they reworked it, it's weaker than the original.

They don't like taric dealing damage.
For like 3 weeks they gave him great armor ratio on all of his ability.
To the point where if you built 800 armor you could solo any AD in the game.
They they nerfed his Q W E R and passive in a single patch cutting almost 50% of his damage.

Those are basically non-ratios. They won't be converted to mana because they aren't supposed to be used at all. I mentioned the issue with Rioters previously, the answer I was given was that the ratios are left here to enable "creativity" and "off meta build" and "exploration" from the players. I say it's not worth the lack of clarity, and beginners getting tricked into buying stupid items, but meh...
