Giving Talon the Zed Treatment

Passive - Buffed to 10/20/30% Additional Damage Q - Damage over time increased from 10/20/30/40/50 to 40/80/120/160/200 (initial damage unchanged) W - Mana cost reduced to 30/35/40/45/50, If target is hit twice the slow amount is increased by 50% E - Talon goes invulnerable for half a second, slow duration increased to 1 second, damage amplification increased to 5/10/15/20/25%

Note on E, the slow starts instantly so the target will be slowed for 0.5 seconds after Talon appears
