QUESTION: Why isn't Vayne's Condemn a skill shot?

It is a skill shot, just not in the conventional sense. You arnt aiming at the player, you are aiming the player at at the wall... if that makes any sense.
The better question is why does she have true dMage on her auto attack.
Vayne isn't the only one. There's Quinn with her Vault... then again Quinn's Vault only Knockbacks and slows.
