AP Sustain- Reworking Will of The Ancients

So, it's no shock to many people to hear this, but WOTA is largely an unused, bad item. It's not that the concept behind it is bad, it's just that it has gotten nerfed a lot over the years, and this current iteration of it really lacks any major impact. The reason that it is in this state is because spell vamp is a very tricky thing to balance. Because of the burst nature of a lot of single target champions, many champions used to use it (spell vamp) to give them immediate, large scale heals, even though that amount of sustain wasn't healthy for the meta given the champion's play style. I have, therefore, come up with what I believe is the best solution for giving AP sustain champions some healthiness without giving other champions a great utility item.

Will of The Ancients- Cost: 3500g (650g); Builds From: Blasting Wand, Fiendish Codex, Hextech Revolver

+100 AP +10% Cooldown Reduction Unique Passive: Healing done from activated sources is increased by 35% (this includes passive effects of activated abilities).

Not only would this be a direct buff to champions like Vlad and Fiddlesticks, but it also is a major boon to healer champions. With this item, AP sustain could return and relinquish AD's hold on the most useful power type.

WotA is actually really good. Sustain in general just will not be good unless its single target DPS based on a damage champion. Its one of the reasons Vlad can still function with it, its why Riven and ADCs can still function well with it. By "it" I mean sustain. 35% is far too much. Just increase the AP and WotA would be a golden item. You MIGHT get away with 20%, as that only increases Vlad's Q heals by about 50, including AP.

The only 'rework' WotA really needs to make it more accessible is make AoE have reduced healing based on the number of targets hit, rather than flat 35% effect. One target? full heal amount. Maybe reduce it to 80% at max (way easier to hit with AoE).

Also, Vlad does, in no way, need any buffs. He needs usability buffs, like decaying MS on his Q particle to make up for the animations he spams through E and Q stopping him every second. Absolutely no other buffs, otherwise he'd become OP as shit.

Sincerely, a Vladimir main.
