Rylais isn't the problem

Let me spell it out for the parrots. The entirety of the dps mage rework was a nerf to burst but increase to the amount of times damage gets applied (basically casualization of all the mages as this makes them all much easier to play but harder to shine with). This pretty much forces champs like Malz to build rylais cause they no longer scale well with flat AP (hence the reason why Malz, who use to have at least 3 popular build paths, now only has 1) or have enough burst to kill people outright.

Viktor's rework was entirely based around making it harder for any of his spells to land fully but making it so that when it does land fully, he does more damage. This was monumentally stupid as it just made him worse vs the massive mobility creep of this game but much stronger vs slow champs without addressing his ability to clear waves (the main reason why he's the only mage worth playing) and now he too is forced to build rylais else people are just gonna leave his AoE (again his build diversity has taken a hit).

Azir is just broken. Stop using him as an example of why rylais is broken when the champ itself is a mess. His range is broken, his wave clear is broken, rylais doesn't change any of this. Vlad doesn't abuse rylais, he abuses the broken amount of healing that's present throughout season 6 (nice sona rework).

So you wanna blame something for why you're being slowed by a mage rather than just being executed like god intended. Blame Riot. Blame their terrible reworks. Blame their shitty understanding of mages and refusal to admit they fucked it all up.

Rylai is good for mages but Rylai is strong. Its slowing must reduce.

Maybe 30% slowing.
