[POLL] Should Luden's Echo have lower base damage, but a higher AP ratio?

Luden's Echo is frequently rushed these days because it adds a lot of extra damage onto one of your spells when you're harassing. That's all and good, but I feel that it shouldn't give you quite as much benefit if you get it as your first major item. It should need a little more AP from other items to kick in for good damage.

To that end, should the base damage of Luden's be lowered in exchange for a slightly better AP ratio?
