i know he is in a bad spot and is nowhere near as good as he was many months ago. I was just wondering what people think about his current state and what he needs to be decent again. I understand that he was "op" strong before and now has to be picked safer and has weaknesses but he needs more health back from the nerf maybe even half of it like they did with his MS

He needs something...like a deletion? And who are 'most people?' He was as you call it, over-nerfed because he's a broken concept that was executed extremely poorly. He's in contention for the worst-designed champion on the roster title, and deserved every nerf he received. My only complaint is that he wasn't nerfed enough for people to stop playing him altogether.
He's an overloaded toxic abomination, and the only thing he NEEDS is a rework if removing him from the game isn't an option.

Mind you meta champions never pay the price for anything,so he isn't one of them,he is mostly good against skillshot based champions...so good against things which aren't good right now,but he is fine as is.
