Probably to compensate for the removal of his old Ki Strike and Q spam to give him back the damage and sustain he lost.

Yeah.. not sure how i feel about him losing his range'd Q.. let alone his sustain, i liked how decieving his power was with Q healing and the "random" ki-strike passive. It made ppl think they could duel you at the begining, then they realized they were losing after awhile, but they cant escape cuz E xD.

All in all it's probably healthier and more rewarding to his playstyle with the rework. It was known a lot dueling Shen without the right champ was very difficult to do and usually resulted in you losing against him through sustain and just damage alone and sometimes you couldn't even retaliate due to his shield and taunt.

Yeah i've always been a big fan of shen.. I like parts of his new kit and others i think im going to miss of his old.. To me, (totally my opinion) but this kit looks more fitting for bot lane support with the W changes, and the slow on his Q. (and duh his taunt, but that isnt new)

I dislike his Q change. He has no ranged harass now.

Well this will take some getting use to as a big shen player.. I guess he loses his healing for dodge chance, might make him a less "safe" top lane pick but looks like he will have a lot more offensive potential with the attack speed steroid + %max hp

Lots of tanks have % health damage, it helps keep them a bit relevant in the late game.

% max damage is now Riot makes tanks relevant without really much thought.

He only gets shield on casting spells, of which W and E are on a long cooldown, meaning he never has shield up, and he also has no sustain now.

What the hell is this?

{quoted}> Why is Shen getting %max health damage?

Generally speaking - champions in LoL survive long enough to do their job in 1 of 3 ways. Lux Range, Zed Mobility, or Nasus Defense.

It's not exactly mind-boggling to say a Kalista is going to have an easier time surviving long enough to do her job over a Shen due to how powerful range and mobility are in that regard either, which pretty much obliterates the notion damage should be counter-balanced by defense.

As such, there's no reason a tanky champions like Shen shouldn't be capable of dealing at least some damage while also being tanky. %max HP damage allows him to do exactly that.
