I feel this was a silly change and here's why. 1: Riot said they removed it to remove unnecessary noise. Personally I liked it. It added flavor to champion selection and if you didn't like it you could mute it anyway. I didn't, because I liked it. 2: It helps you know what the enemy picked by identifying their voices, so if you're looking at another tab you can think in advance.
I'm not on the team involved in this, but I can direct you to some things that other (more relevant :) Rioters have said about the champ pick quotes:

The issue was we had overloaded champ select with too many sound effects, making it hard to tell when key things were actually going on - like when it was your turn to pick. You'll still hear your own champ when you lock them in. The upside of this is that since the recent patch we're seeing some of the lowest dodge rates ever.

Right, and the problem is that the champion quotes can be pretty long and would actually stomp the "your turn to pick" sound. A further refinement could be muting the champion quote if you're picking next or fading it out when your turn starts. That was more complicated and we had some high priority fixes that we were working on so we kept it simple. I do hear you, though, we all loved the champion quotes and thought they were a great way to add more flavor to the experience.
So it sounds like that team does love the champ select quotes, but in the interest of haste and getting a fix out, turned them off because they were stomping the 'your turn to pick' sound effect. Too many people didn't realize it was their turn to pick :( Looks like they might be able to revisit it when they have more time, though!
I don't think it's unnecessary noise at all. I really think it added a nice aspect to champ select.
I still want to hear a champions taunt when they get banned, though.

Oh wow they removed the champ select quotes? That legit pisses me off.
the best solution would be to give us the ability to mute the noises IN CHAMPION SELECT. instead of making us wait until we got back to the lobby. Even when we got back into the lobby, we would forget about the champion select noise because we just played an entire 30 to 45 minute game. Then the cycle repeats. champion select reminds me of how annoying and loud the sounds are, so I can't mute them from there, only the lobby!

First they add their shiny new dynamic queue, with all its (totally unnecessary) SWOOSHES and CLANGS. And now instead of cutting down on all that fucking noise, they just remove champion selection quotes? Fucking insane, really.
It was annoying as hell to me. People just talking in the background for nothing and it didn't feel unique to your own Champion at all.

And when people lock in rapidly, you get 5 champion voices on top of one another and it gives me a fucking headache.

I really hope they add it back, or add an option for it. I feel it helped add a layer of depth to champion selection, and a layer of flavor that helps make champion select feel like the actual part of the game that it is, and not just an obligatory process.
For as much as you liked it, others disliked it.
The obvious compromise is a configuration setting to enable/disable it.
However, barring that, there is stronger support for it being removed than included (as indicated by Riot's own data on NCS experiences). It impacts the NCS system with an inordinate amount of audio clutter which takes up space other cues to be put in for.
Not to mention the problem ~9 additional champion VOs playing, then a dodge, then repeating the VOs once again.
Hearing all 10 champ select quotes was easily the BEST part of the new experience.
