I feel this was a silly change and here's why. 1: Riot said they removed it to remove unnecessary noise. Personally I liked it. It added flavor to champion selection and if you didn't like it you could mute it anyway. I didn't, because I liked it. 2: It helps you know what the enemy picked by identifying their voices, so if you're looking at another tab you can think in advance.

A further refinement could be muting the champion quote if you're picking next or fading it out when your turn starts. So it sounds like that team does love the champ select quotes, but in the interest of haste and getting a fix out, turned them off because they were stomping the 'your turn to pick' sound effect. Too many people didn't realize it was their turn to pick :( Looks like they might be able to revisit it when they have more time, though!

I'm someone who LOVES flavor in games, and this was a wonderful change that I loved. Often times, I would wait for the quote before me to finish (If someone picked Jhin or Karthus, for example), so that everyone could hear the quote, before locking in my own champion.

I've seen the outpouring on this topic (here and Reddit and I have no doubt missed other avenues too that I don't follow, like Twitter, AskFM, other Boards for other regions, Facebook, etc. etc.) but all I am personally able to do is give a little bit more awareness to the things that have been said about it so far.
Now, please forgive me if I'm wrong - I don't want to fight on this (because I am woefully uninformed; being so out of my depth it's silly) but I had thought there were threads asking for a 'your turn to pick' sound effect, just after the new champ select went live. If that was the case, then having those things be in conflict is probably something they're wrestling with right now. Until they can devote programming time to the issue, a quick 'fix' is all they could do. (Obviously one man's fix is another man's loss of characterization in this case.)
I don't think (though again, not on that team) anyone thinks it's an ideal solution, or even a permanent solution. Adding a toggle isn't something that can be done as quickly as just turning off a bunch of sounds, alas. It's possible it'd be most efficient to add it to the new client - but I haven't used it myself and don't know.
As for Rioters posting in other locations - Rioters are where players are. Some players are here, some are on Twitter, Facebook, AskFM, Reddit, and other places. No Rioter can read all the things :(

I understand how the issue with notifying whenever it was a given person's turn caused an problem for Rioters, but I'd like to point out this could have been something that was addressed prior to the Champion Select even being released. It's not real cool of Riot to give us a feature like this and take it away without asking us if it was a distraction (maybe through a poll of sorts?) or finding better alternatives (such as removing some of the other, less interesting and more irritating sounds).
The primary issue on Riot's behalf here, which I hope you can at the very least agree with (if not publically because you are a member of the company) is that there was a terrible execution with the change. For starters, it wasn't even included in the "Champion Select" section of the Patch Notes, and there's no evidence anywhere that states this feature will be re-added in the future as solutions are found. While you say you don't think anyone thinks this feature could be gone for good, we really have nothing to base any hopes on here as it was so quietly removed.
I've yet to see a solid argument for its removal other than theoretical statements. We're not really seeing a solid connection between this data that Socrates supposedly has "proving" the champion select quote was a huge issue. Perhaps it was the clarification of the other sounds that ended up causing this instead. It would be better to have all of these sounds and work down rather than pull one out and add more in.
I see no reason, ultimately, for them to leave this feature out. The majority of us seem to be suffering for a small minority that can't pay attention to champion select. Perhaps for now until they develop some fixes, but we'd like to see some transparency here about whether or not it will return.

I thought the old sound was sufficient. There used to be a chime when it was your turn, just, champion selection quotes would play over it.
I think a visual cue could be a potential solution. If you're tabbed out, have the client pop up to the forefront of your screen. And make something significant about the window change. Instead of a blue background, for example, have it change to a brighter green background. Or just have it say, "It's your turn." in large, bold letters at the top, as opposed to just, "Lock in your champion." Maybe make the letters a standout color.
We can come up with an easy, simple solution that can please mostly everyone.

Right now, I feel like all of those in favor of the champion select quotes are being quite cordial about it, but if we have to get hyped about it we can.

I agree with you, though.
First you have to pick a queue, then you have to accept the match, then you have to pick a champion. I'm pretty sure, if somebody was going to dodge, they'd already do it.
It's not even, because you have to lock. I had a certain situation many times where the game refused to accept my pick multiple times in a row - like I'm spamming the button, it does nothing, goes gray for a second or two and I can click it again - and got kicked because of it.

Biggest load of crap ever. People "who don't realize it's their turn" aren't paying enough attention in the first place and clearly wouldn't have put much focus in a game either.

Even when we got back into the lobby, we would forget about the champion select noise because we just played an entire 30 to 45 minute game. Then the cycle repeats. champion select reminds me of how annoying and loud the sounds are, so I can't mute them from there, only the lobby!

The obvious compromise is a configuration setting to enable/disable it.
However, barring that, there is stronger support for it being removed than included (as indicated by Riot's own data on NCS experiences). It impacts the NCS system with an inordinate amount of audio clutter which takes up space other cues to be put in for.
Not to mention the problem ~9 additional champion VOs playing, then a dodge, then repeating the VOs once again.
