Why does Black Clever have 20% cooldown?

"Because it needs to be better than the base stats of the items that build it!"

Look:

Athene's Unholy Grail: you are so imbued with a spirit of magical regeneration, that even your spells regenerate faster. 20% cooldown.

Morellonomicon: A tome for magic users, detailing magical regeneration. 20% cooldown.

Nasor's Tooth: A sword, overflowing with magical power. The wielder attacks faster, gains magical power, deal magic damage on hit, and can use skills 20% faster

Frozen Heart: Offering a great mana reserve, and slowing enemy attacks around you. Everything seems slower to the enemy, so you, at the heart of the frozen heart, are able to use skills 20% faster.

Zeke's Herald [which no one buys, so it shouldn't really be on the list]. Your aura inspires everyone to heal and attack better, and you too are inspired to heal and attack better, with 20% cooldown.

Black Clever: A great big axe, working out to use it increases your health, and strength, and you can smash a percentage of enemy armor when you deal physical damage. And you can use skills 20% faster

One of these things is not like the others. . Maybe 2 of them actually with Zekes, but that item just sucks.

I'm just saying: Black Clever would fit in well with 10% cooldown. Items that have 20% cooldown have some lore about them to justify providing 1/2 of the maximum cooldown reduction in one item.

Just cuz you want cooldown reduction to be exclusive to mages doesnt mean you can use YOUR lore as an excuse

I can frase that to fit my needs aswell, wanna see?

Black Cleaver a weapon of death imbuing the user with the strength and life essence to crush it's enemies, gifting the user with a lust for death that makes him strike his foes 20% faster

. . but black clever doesn't make you strike faster. It make you hit harder. It used to give attack speed, but not anymore.

. .also I'm not saying cooldown should be exclusive for mages. There are lots of cooldown items for everyone. What I listed, was every 20% cooldown item. Yes, they have a bend toward mage use, but that's not by my design. . . except for Zekes, that's not really a mage item. It'd be great to see some 20% items available, but even Zephyr only gives 10% cooldown, and that item's all about speed! Why is black clever so special?

Attack speed and cooldown reduction are very different things, most of the mage items you listed don't give attack speed but damage

Right. What I'm getting at, is that there's something personal to each item to justify it giving so much cooldown. Particularly, magic and skills are closely liked. Increased magic regen overflows into spell time regen. Nashor's gives a bunch of attack speed, and enhances your skills. Frozen Heart slows things down for enemies, so you appear to attack faster to them. . To me, it feels the statistics of each these items form together to create that item.

Black Clever just has an enourmous 20% cooldown just splashed onto it, and there isn't anything about that item to suggest an overflowing feeling of attacking much faster.

I see it as a desire to kill that makes the user able to use more powerful abilities in a row (Cooldown reduction) makes more sense than great amounts of mana in my opinion

If this game made sense, why could I stick a knife in my shoe to make me attack faster? Why can I mash two wands together to make a hat?

The 20% cd is very efficient given th ad casters like Darius Garen Pantheon Renekton Rengar Riven MonkeyKing They all basically count on their skills to deal the majority of the damage despite being melee based champions. No reason to remove 20% cooldown

How about we don't try to use lore as a driver for game balance?

That said, Black Cleaver probably shouldn't be 100% gold efficient without it's fucking 30% armor shred.

There are physical weapons that give cooldown. Ghost Blade is an excellent example. 10% cooldown is really a broad range of items, and black cleaver could fit in well there. I'm not saying it should have no cooldown: I'm saying it should have less than 20%.

20% is half of the maximum cooldown: that's a lot. An item needs to be beyond "it's great for units with AD ratios to have cooldown" to reach that level. All of the other 20% cooldown reduction items do that.
