Runes are much more complex and varied than masteries, yet we can never obtain enough rune pages to make even a quarter of what we need to play all our champions in their conceivable roles. May we please unlock the ability to edit rune pages pre-match once we've been good little players and purchased all 20 rune pages?

I would not unlock that ability when a player has 20 rune pages. That gives them a large advantage over players without the ability to customize their rune pages for each specific game.
