Because he is different in terms of power. Changing one of his ap scalings to ad broke him. Quinn also has different strenghts, while she is good at roaming and falls off like a brick after laning if not incredibly fed jayce is more a poke champion and scales pretty well while still being cancer against melees. They are different.

NotCounter1 votesthey made one of his abilities scale off of bonus AD instead of AP which was a pretty big buff, but i think the main reasons are the bonus turret gold (jayce has excellent waveclear and turret taking) and also how well he does against other champs that people frequently play like gnar
