Yep, as riot's way of trying to shed the game of all "bronze carry characters". Devourer got rid of yi/xin, now they're nerfing voli both directly and by modifying grasp.

Volibear had a 55/56% winrate in Platinum+, so he isn't only a "bronze carry". His lategame is weak, and they are not touching it, but they tone down his very (at least in Soloqueue) oppressive early game
