I hear this every time I pick Vlad and someone tried to pick Kat. But then I proceed to win lane.
You out zone her easy with Q, she tries to Q you, you Q her back and walk away with basically full heath and damage on her. She tries to ult you, pool through it. Your sustain easily outlasts her poke, and you should always have more life then her. Granted if she gets you low she can kill you maybe, but thats anyone.
I dont understand why people think this at all.

I think the reason why people say kat beats vlad... Is that they mean a Mid kat can beat a top vlad. Besides pool vlad can't really get out of a gank, so if he pools to get back to his tower because its 2 on 1, she'll go full ham and beat him.
But as you state 1 on 1 vlad comes out on top most of the time, which is why he's looking at a nerf.

Marthian1 votesGets damage with defensive items, pays nothing for his sustain, slippery. Haven't seen any vlad nerfs that I remember recently though.
DrNova1 votesHis AP off of HP scaling sucks though. Its not really worth it, unless you just have to for more survivability. Off a full AP build you get 1k HP, so you get good damage and a bit more hp, not overwhelming life but a few seconds more to survive a real big fight. If you build a mix or high HP build, you will be hard to kill, but your damage wont be anything that anyone is really afraid of.
Marthian1 votesHe has other issues too but one thing is certain: He isn't really fun to lane against: Has click abilities, tons of sustain, and again building a tank item early (even if you don't keep it) still neuters any attempt at interacting with him. And again has no meaningful gate on his sustain.
Matezoide1 votesYa, he is annoying as hell to lane against. One of the few champions i can actually understand the QQ about and one of the few that (In my opnion) could use some reworking.
He is not even OP or anything, just incredibly annoying especially because his early game is balls, so the Vlad player has even more reasons to not interact with you until level 9.
Marthian1 votesIn a lane matchup, no Vlad just straight up wins against Kat outside of playing Vlad like an idiot. He has a range advantage on her, can both damage her and sustain off her, and building 
just makes any attempt of Kat poking useless, while he gets to deal more damage thanks to his passive scaling off HP.
In general, it depends on the situation. Vlad using blood pool before or after kat goes in to ult him makes all the difference.
