Since ADCs right now are bad, players are instead going for mage/support combos in bot lane, and I think Riot intended for this to happen. They always did want to shake up bot lane, after all.
Have they outright stated if this sort of thing was intended?

They overshot a little, but waited for the dust to settle before they started tweaking and balancing.
Why they did it now instead of in preseason i dont know.
Khristophoros1 votesLeona + mage was always really strong. People just didn't know about it before. I played a Vel'koz + Leona lane like a year ago. Smashed that game so damn hard. It was awesome. Like think about it, Leona sets up those types of champs so perfectly. You don't have to fish for stuff anymore. Leona engages, you combo, easy money.
