passive also generates spiders over time in addition to on human form spell cast. to help with early clears and have spiders available for team fights.
reduce cocoon CD at all ranks by 2seconds. this helps her early/mid game team fights to potentially stun more than once.
spider form gives elise increased armor/mr 8each per rank. this would help her with early clears and not be sooo item reliant.

then that would be damage buffs across the board, which seems a bit much to me. because then she goes full penetration again and really hurts.

She won't go full pen if the damage buffs are to her AP ratios. Magic Pen Elise won't benefit from that.
And a lot of things "really hurt", so I don't get why Elise building damage can't.

i remember elise every game, it was fine, just keep the spider at bay and she wasn't that big of a threat. she had a long range stun to watch out for and that was about it. nothing game breaking, just really useful in the current game much like morgana.
