Expanding free to play rotation

So im curious to hear communities opinion as well as any rioters. How many champions do you think the game needs to have total to justify expanding the weekly free to play? currently there are 137 champs, 138 with kayn. so about 14 weeks to play them all, not bad really. How large do you think the champion needs to get before Riot should add more? 150? 200?

I think Riot should go with a very cheap IP rental program. The free rotation is cool. but if I want to test a champ for my specific lane than I really want to test that champ. I don't want to wait weeks and weeks (or year for Taliyah people) to try a character.
