Lissandra new passive ?

So i saw an article about lissandra new passive from like 2 months ago and its still not on pbe , can we know when it will be released ?

Iceborn : “When a champion Lissandra has damaged within the last 3 seconds dies they become a Frozen Statue. Frozen Statues slow nearby enemies by 30%. After 2.5 seconds Frozen Statues shatter, dealing X (+Y AP ratio) magic damage to nearby enemies.”

Meddler said it will not hit PBE until after pre-season at the earliest because it has a lot of art and particles to it, so to get it ready will take a while since they have other priorities which are higher
