Why Lissandra cant get a new passive ?

I understand that she isnt that popular for a new skin like Sona or Ahri , but why cant she get a new passive ? Cause i've seen lots of threads asking for new skin/passive for the ice witch but still no answers , no attention for O.o

She's in an awkward spot where she's not in a good state in solo queue, but in coordinated pro play where teams can capitalize on her stun she's a desirable pick. Since she's in a good competitive state she can't get buffs, but her design isn't a mess, just kinda bland, so a rework is a bit uncalled for. If she can't get buffed and isn't worth a rework, there's not much space for her to get a new passive.

I dont play her (only tried in free rotations a few times), but I like her and I'd like to buy her eventually. She is a cool champion (get it?)

As an avid Lissandra player, I think it'd be cool if she had a passive where like, she marked a champion and they were "consumed" by ice. If Lissandra kills that champion, the mark triggers and their corpse is "consumed", causing all of Lissandra's attacks against them to apply a frost effect or something like that? It fits her thematically -- she's an ice mage who was corrupted by cold magic, and seeks to avenge The Watchers by taking control and manipulating people with the cold. If anyone wants to capitalize on that, feel free cause I suck at ideas lol

the answer is riot has bitten off more than they can chew...there are too many champions in league of legends for them to be able to balance and keep up to date and relevant. Variety is good...gluttony is bad

Here's an idea: After casting a spell Lissandra's basic attack is empowered. Does % of AP, and slows the target.

Riot tried altering her passive in the past and they were stumped as to what passive to give her. They ended up moving a possible passive over to R in the form of healing Lissandra when she ults herself.

Riot hasn't said anything about looking into it since then though.

would love Lissandra to get some love this season given how she's been mostly ignored for 3 years. Like a couple of skins from the plethora of fan ideas would be nice...

Riot has stated that they plan on changing her passive to feel more unique but they haven't found anything yet and there are other things that are higher on the importance list.

those 2 things are mutually exclusive, hear me out when i asked katey about she said that new skins can not be made for a champ and reworking steps as it would cause the teams to step on each others toes so to speak, as riot can not talk about future content and they have remained silent as log as they have it is very possible that they have a passive rework and/or skin in development.

I play a lot of Lissandra, and I've recently been thinking about this myself; I don't think she needs a new passive. I think the problem is that it feels underwhelming due to lack of thematic tie and poor visual feed-back (compare Liss's free spell-casts, to Xerath getting a huge chunk of mana back with a nice visual and SFX, Xerath passive 'feels' better).

I mean there is even less going on with Xerath's passive but people don't seem to mind. Lissandra's passive ties in to her gameplay and is interesting in that way (using your spells optimally gets more efficient mana saving). It's a 'true passive', and not a psuedo-passive gimmick like some recent ones. I think it's okay right now.

As has been answered a lot of times, it's dull but not bad. So they keep it until they have an idea or run out of champs to rework, they don't specifically allocate work schedule to her.
