Whatever you do to balance out Kayle, Riot, don't buff her early game

Kayle should get stomped on by just about everyone in early game because once she hits late-game, she's like the Goths in Age of Empires 2. Once she's gotten to level 16, it's no longer a case of the enemy team asking "What can I do to stop this from going bad?" because it's already gone bad for them.

So even if Kayle gets a low winrate, don't buff her early game. That should be a permanently intended weakness.

I'm guessing that the balance philosophy will be similar to kass, either kick ass early or pay the price

Well if her early game is so bad that NOBODY can get to her late game, then something needs to be buffed in her early game so she can have a chance of surviving lane. I get what you are saying, I mainly play champs that have god awful early games but absolute god-tier mid-late game phases, like nasus and Jinx, I really understand why a late game/scaling champ HAS to have a shit early game. I am just saying that her early game will have to be buffed if it is very obvious that nobody can reach her late game strength without the enemy laner making very idiotic plays early or if the kayle’s Jungler camps her lane 24/7.

I am agreeing, just letting you know why her early game might be buffed despite the intention of having a shit early game.

She needs to have a god-awful early game because she's even more dangerous than a late-game Vayne or Nasus. Ranged, excellent synergy with item 3124, AOE true damage on auto-attacks, resist-shredding, a %-missing health attack, and the ability to negate burst damage? That is simply broken.

Her weak early game is required because it gives her a clear-cut weakness, and should force teams to build around helping her get to late-game so she can wreck everything. Instead of the Kayle player asking for early buffs, they should learn to play defensively and call for ganks.
