Cho'gath Jungle: 1.56% Play rate (24th highest) Cho'gath Top lane: 2% Play rate (23rd highest)

You have to look at more than their win rate.

You're right, his playrate in high elo (Diamond 1+) is over 10x what Singed's was. Sounds like he needs hotfixes right away.

Where are you even getting that information from? Every site I saw shows that Chogath has way less play rate than Singed.

Look at probuilds. Pros are playing Cho more than Thresh in solo queue right now.

When Singed hotfix was announced pros hadn't even played a single game on him. Singed wasn't played at all, cho's being played all the time.

Also combine Cho's top + jungle playrate you stated and it's higher than Singed's playrate (3%)

Thresh: -Games Played: 706 -Pick Rate: 3.66% -Win Rate: 58%

Cho'gath: -Games Played: 76 -Pick Rate: 0.39% -Win Rate: 55%

So combine the win rate of 2 roles played by the same champion being higher than another champion who is played in 1 role...yes obviously. So in your example, wouldn't Maokai also be in a serious case of needing to be hot fixed? He also has a 56% win rate in the jungle and a decent win rate in top lane, also has almost the same play rate and barely doesn't beat Singed's play rate.

Look at the RECENT games played on probuilds. Stop looking at that number at the top. Cho has been being played more today than thresh has been by pro players.

As of this posting if you click "view now" once then the farthest Cho'gath game is 11 hours ago, the farthest thresh game is 13 hours ago. That means in the last 13 hours Cho'gath has been being played more than thresh. If you click it twice it's 14 hours for Cho vs 19 hours for thresh.

For comparison, in the last 13 hours Cho'gath has been played as many times as Singed was in 5 days by pros. So Cho'gath is being played at about 10x the rate of Singed by pro players/ex pro players.

The pick rate only says "0.39%" because it's counting thousands of games before this patch. In high elo Cho'gath is beating Singed's playrate to the extent that thresh is, which isn't "barely".

That is a stupid reason to say a champion is broken or not because that is always changing. Thresh now has way more play rate then Cho does right now at Thresh: 39 mins, 47 mins, 2h, 4h, 5h, 6h, 6h, 6h, 10h compared to Cho at 1h, 1h, 3h, 3h, 10h, 10h, 12h etc. Besides maybe the pros are playing him a little bit more because he has actually been changed this patch while Thresh has not, so they want to play him more to get used to him.

Also Cho'gath has literally been terrible for 4+ seasons with almost always the lowest win rate and play rate...and now he is actually finally viable and in the meta. I think he deserves at least 1 freaking patch that he is actually played, especially since he is easy to deal with and counter which everyone seems to forget that. There are a lot of champions that destroy him, a lot of items that melt him and he is very slow. Statistics aside, I'd rather fight current Cho'gath top or jungle than to fight most of the other top/jungle meta champions right now. Learn to play instead of complain.

Cho hasn't been considered a "Viable" pick in well, the entire history of pro league of legends. Singed's viability fluctuates on the state of his common items (Rylandry's combo) and how easy it is to proxy a lane. With the buffs to his Passive, his Glue now also grounding people on it, and the fact that Rylandry's is a super cheap combo, Singed was poised to take over the pro scene had Riot not nerfed Singed. The only thing Cho has going for him right now is his infinite health scaling from the Dragon's and Barons. Cho's CC is easily dodged, and incredibly unreliable. Pros will constantly pick Singed or Maokai over Cho because Singed has guaranteed displacement (His throw) and Maokai has his guaranteed snare. These factors mean that Cho won't be seeing nerfs anytime soon, because he's just not that good compared to either of those champs in an organized competitive sense.
